Standardized notice templates

The following are examples of page notices using fixed widths of 70% and left-aligned text to create a more uniformed look for the templates used on multiple articles. Ideally, the larger fixed widths will reduce the amount of white space seen on wider resolutions to help fill out the articles a bit more.
