Cities in Phantasy Star Universe are places where players may interact with each other, buy and sell items at Shops and prepare for venturing out. Unlike Missions, and Pioneer 2 in Phantasy Star Online, cities are not instanced. In many ways they can be seen as the lobbies from PSO.
Cities generally have more services, like Shops available than Outposts, which are only accessible through Missions.
