Found on Parum, the ruined city is the remnants of a city destroyed by a disaster. One such city is Mellvore City, destroyed by the explosion from an A-photon experiment gone horribly wrong nearly 20 years prior to Phantasy Star Portable's storyline.
This city is the equivalent of Old Rozenom City in PSU, however Rozenom had not yet been destroyed at the time Phantasy Star Portable takes place.
