It should be damage reflect (where you take a percentage of damage based on how much damage you inflict on an enemy). And for Rocket Punchers, how did you determine burn's level? When tested on an enemy, it can be determined by how much damage is done by each tick of the burn effect (as long as you know the enemy's full HP).
