The sidebar hasn't been edited in close to a year, but it is displaying the default mediawiki sidebar (main page, community portal, etc.). The site is currently running version 1.10, and in 1.13 that functionality was introduced ([http://www.mediawiki.org/wiki/Manual:Interface/Sidebar#Order_of_elements reference]).
