Dallgun encountered Helga while pursuing the Illuminus 20 years ago, but her appearance was the same then as it is now.

Further investigation has determined that this is the same Helga Neumann seen 20 years earlier, and her body and appearance have remained unchanged due to the SEED.

Helga is currently working with the Illuminus organization, researching the SEED. She has developed a way for the SEED to infect people, and has gone so far as to create a HIVE.

Utilizing HIVE technology, she attempted to unleash the SEED confined during the unification point, but the seal was protected by the player character and Vivienne.

== GUARDIANS ==

The GUARDIANS are a security organization established to ensure the safety of their clients, dealing primarily with requests from individuals concerning dangerous native creatures and criminals.

In the Gurhal System there is an official police force, but they are unable to police the entire system by themselves. For that reason, this interplanetary company was created, and Guardians are granted limited police powers in the execution of assigned missions.

== Alliance Military Force ==

One hundred years earlier, at the end of the final great war, the Alliance Military Force (A.M.F.) was created via the Tripartite Treaty as a mutual deterrent to keep order in the system. The Alliance Military has a command system that is independent from any planetary government. They are a neutral power, suppressing military disturbances throughout the Gurhal System.

Their funding is provided by the governments of all three planets, but their ranks are comprised almost entirely of CASTs.

== Endrum Collective ==

Other than the fact that their goal is the 'preservation of the Relics' and that the person in charge of this group is known as 'Endrum Harness', everything about this group is shrouded in secrecy. According to some reports, they have been in existence for over thirty years; but because the organization disappeared, and SEED invaded, no-one knows the real details anymore...

== Communion of Gurhal ==

The Communion of Gurhal carries out the propagation of the Gurhal Faith and religious ceremonies as a religious organization. They also act as a political body, carrying out governmental duties on Neudaiz.

Four high-ranking members of the Communion, known as Light Masters, rule over "Festas," "Governmental Affairs," "Culture," and "Guard." These four are presided over by the Photon Master.

== Rogues ==

In [[Moatoob]]'s satellite belt there are many areas that are too dangerous for warships and other large vessels, leading to relaxed enforcement of laws. As a result, there are many asteroids serving as rogue bases for pirating activities, casinos, and illegal businesses.

Within the rogues there are numerous groups, called "families," exerting their power and fighting for control.

== Illuminus ==

A secret society whose goals include freeing Humans from the CAST government and the eradication of non-Human races.

There are many mysteries surrounding them, and they are difficult to come into contact with, and the people they've sacrificed to stay hidden is no small number.

Within the GUARDIANS, information regarding this organization is classified as top secret, and very few have any knowledge of them.

=== Story ===
A newly activated prototype CAST created by GRM in [[Phantasy Star Portable]], she is perceived throughout the story as 'different' by other characters because of her build and abilities to express different emotions, as well as analyze different emotions like actual living beings would.

The player character, a GUARDIAN who recently receives his/her license, is assigned Vivienne as a mentor for the new CAST.

It is revealed in Chapter 7 that Vivienne was built to serve as an Illuminus spy by a GRM insider, and unbeknown to her, everything that she was seeing was being recorded and sent directly to the Illuminus, which explains why [[Helga Neumann]] had knowledge of restricted areas. In Chapter 8, Helga reveals that Vivienne is nothing more than a 'Copy CAST,' built in Helga's likeness and in order to serve Helga's bidding. She is ordered to kill the player character and Lou but is promptly defeated and joins the duo in chasing down Helga to the HIVE's core.

The choices the player makes throughout Phantasy Star Portable determines Vivienne's fate. The player will receive a 15%, 30%, or 50% Fire attribute Vivienne following the end of the mission depending on the ending received.

GUARDIANS Colony

The GUARDIANS Colony is owned and controlled by the GUARDIANS organization. The GUARDIANS Colony had modest beginnings as a small colony purchased as the home base for the organization. As the GUARDIANS grew larger, the colony was further developed into the huge residential colony it is today, with over a million permanent residents. The GUARDIANS travel all across the Gurhal System for missions, using a transportation system called "Vector Tracks" to reach each of the three planets. The Vector Tracks can be easily recognized due to their rows of ring-shaped control units.

The GUARDIANS Colony acts as the central station of Phantasy Star Universe. It is the location of [[My Room]], the instanced room that each player owns. It is the starting point for new characters and contains several missions designed to familiarize a player to the game basics. It is also currently has the largest city out of the planets with certain shops that are unavailable in the other planets.

The Colony underwent an aesthetic change between the original Phantasy Star Universe and the expansion, Ambition of the Illuminus due to the events in the last chapter of Episode 2.

==Clyez City==

Clyez City can be found at the center of the GUARDIANS Colony and is where the GUARDIANS Headquarters are located. There are multiple cities in the GUARDIANS Colony that are very similar in design to Clyez City. Clyez City is broken up into five floors with a distinct function.

The first floor serves as a basic lobby for players to meet up, start parties, or chat. It is also where you will spawn if you decline continuing from an outpost or city area on log in. From here, you can access your room.

The second floor is a shopping mall that is used primarily for battle readiness - there is a weapons shop, armor shop, item shop, synthesis shop, and a grinding area for Kubara weaponry. The equipment in these shops tend to be low grade - if you want to find better equipment, you may have better luck at a manufacturer's shop at their home planet. However, Clyez City does hold a great variety of lower level equipment. There is also a room decorations shop located on this floor.

The third floor is another shopping mall, but it is primarily for aesthetics, including a clothing shop, parts shop, and makeover shop. You can change the general look of your character in these shops for a price. There is also a cafe located on this floor, but there is no specific use for it. It may be used for special events. One more possible shop is available on this floor, but for now it has no purpose (it currently says that a "Tenant (is) wanted").

The fourth floor is the PPT Spaceport, where you can transport to the other planets using vector tracks. It also has the Linear Line mission counter. There is also a "Space Dock" which transports Guardians to Infected SEED satellites.

The fifth and final floor is the GUARDIANS headquarters, where you can change your type for a fee or participate in special story missions.

==Linear Line==

The Linear Line is an anti-grav transportation system that traverses the inside of the GUARDIANS Colony. It is also used on other colonies and on extremely large ships. Parts of the Linear are shut down due to SEED. Walking along the access corridors is the only way to get to some parts of the colony. Using the Linear Line, you can head to the Transfer Terminal. From the Transfer Terminal, you can go to the Aurorey Viewing Plaza.

Laia becomes a GUARDIANS Instructor. She seems to be a very strict, demanding person. She's pretty rash and quick to get angry or start a fight, especially if someone judges her (or is late). Hates scoundrels and liars (as seen on her [[Partner Card]]). She also seems to like nitpicking at [[Hyuga Ryght]], as is shown in the beginning of story mission chapter 3.

She seems to be friends with Tonnio Rhima and Leo (Tonnio even claims she "has a thing" for Leo). She hates [[Ethan Waber]] and calls him an idiot.

She also seems to be skeptical towards the [[Communion of Gurhal]] and its members ("They cause enough of a stink as it is"). She is the adopted daughter of [[Obel Dallgun]]- she ran away from home because she was treated differently as a Guardian because of that. According to [[Lucaim Nav]], she's so tomboy she even charms the ladies.

Laia Martinez accompanies the player character during all of Episode 2, helping to unravel the mystery behind Ethan Waber's attempts at assassinating GUARDIANS Presdient Obel Dallgun and kidnapping the Divine Maiden.

It is discovered that Laia is the adopted daughter of President Dallgun.

After the GUARDIANS Colony drops near Rozenom City in Parum along with President Dallgun, Laia disappears, leaving the GUARDIANS without a leader and in shambles. Maya Shidow and Lumia Waber later find her in the ruins of Rozenom searching for her father and convince her to become the new president of the GUARDIANS.

The G.R.M. Corporation (Japanese: G.R.M.社), also known as ''General Resource Manufacturer'', makes run of the mill, standard issue equipment. It is notable that a lot of the names they use for [[Weapons]] were taken from PSO. [[Yohmei]] and [[TENORA WORKS]] tend to make "spin-off" versions of these, by making similar items with both slightly specialized stats and by changing the original names, by utilizing their own unique prefix or suffix throughout an [[item]] type.

G.R.M. actually has its own unique pronounciation: ''gah-roo-moh'' (がるむ ''garumu'') according to the discontinued [http://www.psusega.blogspot.com/ Official PSU Blog]. It often makes equipment for the [http://psupedia.info/Organizations A.M.F.] and has close connections with it. It also has a monopoly on [[CAST]] [[Parts]].

In Episode 2, G.R.M. plays a minor role in that it is linked to a conspiracy with the Illuminus, helping manufacture the Sochee bomb and supplying other weapons to the Illuminus.
